About This Directory
The Centers for Medicare and Medicaid Services (CMS) formerly
Health Care Financing Administration (HCFA), a division of the
Department of Health and Human Services, has funded this project due to
their special need to have an available hardcopy and computer database
that identifies the specific capabilities of Historically Black Colleges
and Universities. Many CMS personnel who have the responsibility for
awarding contracts and grants have expressed this need. Through this
directory CMS can be assisted to achieve their objective of identifying
appropriate opportunities to increase the involvement of HBCUs in CMS
partnerships, sponsorships, grants and contracts programs.
In the past, programmatic and contracting personnel at CMS
have encountered some difficulties in soliciting HBCUs involvement with
their procurements and contracts. These difficulties relate to lack of
familiarity with the full range of HBCUs, appropriate point of contact and
their capabilities of conducting business with CMS.
The newly created up-to-date capabilities directory provides
pertinent information that accurately presents to CMS the capabilities
present at HBCUs. By doing so each HBCU is afforded the opportunity to
increase their marketability for doing business with CMS.
The directory is organized by states and includes all 4 year
HBCUs in each state. Information reported for each HBCU includes the date
founded, the president and contact information, current enrollment,
historical background information, health related academic programs, other
academic programs, additional information, important contact persons at each
HBCU and capabilities for technology, health services research, community
out reach and beneficiary education, program evaluation, technical
assistance and training. Data were collected from completed surveys and
HBCU websites which may or may not have been current. Any desired
corrections or updates can be made on the website by contacting Dr. David A.

Two-year colleges and institutions are not included in the
directory unless they are a part of a university system.
